Residents urge meeting decorum, highlight library emergency-preparedness forum

At the start of the Nov. 25 Hagerstown mayor and city council meeting, two residents used the public-comment period to raise procedural and public-safety concerns.
Arthur LaRue urged council members and attendees to follow Robert's Rules of Order, saying interruptions are disrespectful and that only particular motions (such as point of order or parliamentary inquiry) should be used to interrupt a speaker. "Interrupting a speaker is disrespectful and not allowed under the rules," LaRue said, adding that a single person who understands the rules could otherwise manipulate proceedings if the chair or other participants are unfamiliar.
Maggie Hammer described attending the Hagerstown Main Library's emergency-preparedness forum on Oct. 18. She estimated "about 80 people" attended, said the county and state maintain several full-time staff who help respond to emergencies, and encouraged residents to prepare for power outages and other emergencies. Hammer provided the Washington County Health Department contact number, (240) 313-3200, and said the department will mail English and Spanish emergency-preparedness literature on request, including guidance for pet care.
No formal council action was taken on either public comment item; the matters were recorded in the minutes for public record.
