Summary
The Buncombe County Board approved school improvement plans for all 45 schools after hearing Dr. Reed describe the NCSTAR submission process, ongoing coaching from the Department of Public Instruction and monthly school‑level monitoring.
The Buncombe County Board of Education approved school improvement plans for each of the district’s 45 schools during its Dec. 11 meeting.
Dr. Reed told the board that state law requires board approval of school improvement plans at least every other year and annual approval for low‑performing schools. He described the next steps: each school will submit its plan in the NCSTAR platform so the Department of Public Instruction (DPI) can archive and, where relevant, assign coaches to review plans for low‑performing schools. On the district level, Reed said school improvement teams will continue monthly meetings to implement action steps, review data and adjust plans as needed.
Board members asked how the public could access plans and the process for follow‑up; Reed confirmed each school’s plan is available on its website and that school improvement team meetings are open to the public. After questions and brief comments, a motion to approve the 2025–26 school improvement plans was seconded and approved by voice vote.
Board members and staff described ongoing monitoring, coaching and a district improvement plan designed to support individual schools’ implementation work.
