The motion (moved by Mister Moore, seconded by Miss Berkley) passed 7‑0 after councilmembers debated the appropriateness of waivers versus policy‑driven fee relief. One councilmember said he would vote against ad hoc waivers in the future but supported the staff approach because it reduces cost while maintaining equitable treatment across events. Staff clarified the recommendation reduces the number of assigned personnel (thereby lowering fees) rather than granting a full waiver.
Council described Blobfest as a long‑running community event and said staff have worked to limit costs without reducing necessary services. The reduction will be implemented through the event permitting and billing process.
