Phoenixville Borough Council on Dec. 9 authorized a three‑year amendment to its water purchase agreement with Aqua PA LLC that sets an initial water purchase rate of $5 per 1,000 gallons effective Jan. 1, 2026, and increases the rate to $7 per 1,000 gallons at the earlier of Aqua’s next rate increase or March 1, 2027.
The agreement as described at the meeting requires a minimum water purchase of 100,000 gallons per day and allows Aqua PA to opt out of the agreement any time after Jan. 1, 2027 with 180 days’ written notice. The solicitor and council described the motion as a multiyear arrangement intended to provide rate certainty while maintaining contractual flexibility for both parties.
The motion to authorize the extension was moved by Mister Moore and seconded by Miss Berkley and carried 7‑0. Council voiced general support for a multiyear arrangement; the president said he was “glad to have a multiyear agreement with them.”
Council staff noted the agreement remains subject to approval by any special utility council with jurisdictional oversight and that final execution will be handled by the manager and solicitor.
