Phoenixville Borough Council voted Dec. 9 to adopt the borough’s 2026 general fund and enterprise fund budgets and to enact the 2026 tax levy ordinance setting the rate at 8.67 mills.
The budget motion (moved by Miss Dugan, seconded by Miss Berkley) passed 7‑0. Councilmember Kirchner, who said he voted against the budget at the finance committee level, explained he would vote in favor at the full meeting because the adopted levy “is now, 8.67 mills total. It was 8.47 mills this year. That’s a 2.3% increase,” which he noted falls below a 2.8% cost‑of‑living threshold he used to guide his vote.
Solicitor (unnamed) told council the ordinances had been advertised with the Pottstown Mercury on Nov. 24, 2025, and placed in the Chester County Law Library for public inspection on Nov. 21, 2025.
Council members credited borough staff and department heads with narrowing the proposed increase. The council adopted related administrative ordinance updates and a right‑to‑know policy by resolution during the same meeting.
Councilors said the change would be reflected in taxpayer bills next year; the borough did not provide an itemized per‑property dollar effect at the meeting.
