He also reported HSA participation at about 70% and said overall plan utilization is high compared with other groups.
Trustees asked clarifying questions about which claims were included, the mix of plan networks, and whether retirees participate; Wilkerson said the figures covered the full membership and that many members use alternative networks, which affects costs and utilization patterns.
After discussion the board voted to receive the benefits report and directed staff to continue work on pharmacy procurement and provider network analysis. The clerk was instructed to include the presentation in the meeting record.
