Council adopts resolution urging stronger prevention, testing and awareness on drink spiking

The Boston City Council unanimously adopted a resolution urging expanded prevention efforts and public awareness campaigns related to drink spiking.
Councilor Flynn, the lead sponsor, said drink spiking "occurs when a person deliberately puts alcohol or drugs into someone else's drink without their knowledge" and cited reported incidents: 107 in 2023 and 71 in 2024. Flynn and co-sponsors said the resolution calls for more resources for bar and restaurant training, improved testing capacity at hospitals and health centers, better police case-handling (including assignment of detectives), and educational outreach to establishments and patrons.
Councilor Colette Zapata, who has led local advocacy on the topic, said prior policy work improved police reporting and assigned detectives to cases and that technical assistance — including cup-cover stickers — has been distributed to local establishments. Councilors said the measure aligns with statewide efforts to standardize testing and victim supports and the council adopted the resolution by suspension and passage.
Sponsors said the resolution is intended to increase prevention, ensure proper evidence collection and support victims, and to coordinate local resources with state-level testing standards where available.
