Middleton committee recommends engineering and real-estate contracts for road and right-of-way work

Committee members raised questions about the High Road design scope, public engagement and environmental review sequencing. "Will there be public meeting(s)?" asked an alder (Alder Hanyra), and staff responded that public meetings are expected. Alder Hanyra also asked whether sections of High Road are being designed for four lanes; Luke, a city staff member, said the project is not expected to expand to four lanes north or south of the discussed segment and that some schedule entries in the packet may be relics that need adjustment.
On the MSA award, Ben from Public Works explained why only one firm submitted proposals: "both stated that due to their firm's current workload, they weren't able to meet this project's deadline." The committee heard that the $70,000 contract covers professional services while the larger budget ($500,000) includes anticipated land acquisition and temporary limited easements.
Both recommendations were moved, seconded and approved by voice vote; no recorded roll-call tallies were provided in the transcript. The committee referred the items to the full City Council for final action.
What happens next: staff will finalize contract language and submit the recommended awards to the City Council for approval; the High Road project schedule may be adjusted to reflect DNR stormwater review timing and any required coordination with the WRMC review.
