Councilor Colette Zapata, speaking in the committee report, said the substitution of a new draft is intended to preserve existing protections while giving the body time next year to consider more comprehensive changes, including whether to expand coverage to smaller 2- and 3-family buildings. Zapata said the committee heard from legal services and housing policy staff about enforcement challenges and early-detection strategies.
Councilors expressed general support for the one-year extension as a pragmatic step to avoid a gap in protections and to create space for improved enforcement mechanisms and potential eligibility expansion. The council voted to accept the committee report and pass the amended docket.
The extension preserves current notice and relocation protections for tenants while staff and councilors continue policy work on outreach, compliance, and whether to include additional vulnerable groups under enhanced protections.
