Commission approves multiple hires, sets enrollment timing for county health benefits

The Monongalia County Commission approved several personnel moves at its Dec. 23 meeting, including a full-time transfer for First Circuit Clerk Olivia Rapacietta and seasonal or part-time hires in county parks and emergency communications.
Commissioners approved Rapacietta’s transfer from part-time to full-time effective Jan. 1, 2026, with a stated salary of $38,000. The vote to employ her as presented passed by voice vote.
The commission also approved two Chestnut Ridge Park hires: Robert Lyons as a part-time permanent maintenance worker at $12.50 an hour and Christine Spangler as part-time office staff at $12.87 an hour, both with Jan. 1 start dates. Commissioners noted that those hires were health-insurance ineligible under current rules.
MECCA 911’s hire of Gabrielle Fortney as a telecommunicator was approved with a Jan. 16, 2026, start date at a monthly pay rate listed as $3,527.85; if Fortney elects health coverage, the insurance start date was set for Feb. 1, 2026.
During the meeting staff and commissioners reiterated new administrative guidance that will be formalized Jan. 7, 2026, clarifying that hires must be approved at a meeting before the first of the month to secure a Feb. 1 insurance start date for employees.
