Council Rock outlines structured‑literacy plan, posts materials to district website

Tonight the Council Rock Education Committee was given a walkthrough of the district's structured‑literacy materials and action plan that administrators have published on the district website.
Tammy Gary, who led the presentation, said the district linked state guidance ("Act 55" and "Act 135") and a Pennsylvania state literacy template to its public pages so families can review the leadership team's mission, needs assessment and the district's action plan. "Tonight, miss Tammy Gary will provide an update on structured literacy and highlight some of our efforts to make relevant information available on our CRST website," she told the committee.
Gary summarized the district's multi‑stage process: a leadership team developed goals, the district conducted a grade‑band needs assessment with roughly 30 participants, then drafted literacy goals, priorities and measurable action plans and timelines. She said the district is embedding structured literacy across K–12 courses through curriculum tools such as Atlas and aligning universal screeners in anticipation of accountability guidance from "Senate Bill 315." "We have a total of, I think, it's 223 people being trained in this. They completed unit 1. We're finishing that up, and their testing percentage is at 92 percent," Gary said.
Gary described professional development sequencing: administrator LETRS leadership cohorts, LETRS cohorts for K–3 and special‑education staff, Aspire and Lexia implementations for intermediate and secondary grades, and ongoing support sessions with vendors. She also said the district plans to post the high‑school program planning guide and MTSS resources on the site this fall/early winter.
Board members pressed on equity across buildings, grade‑band breakdowns and whether other subjects would get similar website tabs. Gary said the district plans to publish MTSS and other program materials next and to continue periodic public updates twice a year.
The committee did not take a formal vote; administrators said they will continue to update web materials, post timelines for review, and report back at future education committee meetings.
