Commissioner objects to proposed continued county-paid insurance for retiring juvenile detention director

During commissioner comments, a commissioner said they had reviewed an agenda item from the Northwest Kansas juvenile detention board that would ask member counties to continue paying insurance at the current employer share (the commission was told that the facility pays 75% and the employee 25%) for outgoing director Sean Brandmall and his spouse after he retires. The commissioner said they shared the packet and a legal interpretation from county counselor Montoya with colleagues and urged others to consult with their county counsel.
"I was shocked that that would ever... I would not support it," the commissioner said, urging the item be moved to January to give member counties time to evaluate potential taxpayer costs and legal implications. The commissioner said Montoya and county staff did not recommend creating a precedent of paying a retired employee’s insurance at county expense and said they planned to email the full board ahead of the juvenile detention board meeting.
No formal county action was taken at the Saline County meeting on that juvenile detention board matter; the commissioner said the item appears likely to be moved to a January agenda for further consideration by other member counties.
