David McGowan told the board members that the Beautification & Arts Advisory Committee has struggled to assemble a quorum and that, with no budget in the current fiscal year for Greenway expansion, consolidating duties under the Parks & Recreation Advisory Committee makes operational sense.
"It's proven difficult to produce a quorum for that board at meeting time," McGowan said, explaining that folding the responsibilities into Parks & Rec would allow projects to proceed without a separate committee overhead. Board members who currently serve on both committees said they supported the consolidation and noted that if future funding becomes available, the city could re-establish a standalone beautification committee.
Staff confirmed applicants from the beautification committee would still be able to apply for Parks & Rec openings through the standard appointment process. The recommendation was presented for discussion in the workshop; the transcript does not record a formal board vote to dissolve the committee.
