Grand County approved renewal of opioid settlement allocations to three local organizations that previously received county funding under the statewide settlement memorandum of understanding. Staff reported that the county joined the state MOU and that earlier allocations were distributed as 60% to USARA (Utah Support & Advocates for Recovery Awareness), 20% to the Wellness Collective and 20% to the Moab Recovery Center. Those groups complied with reporting requirements from the prior cycle and requested renewal.
Commissioners discussed whether the distribution should change, whether county jail‑based programs or other recovery service providers should be invited to apply, and whether the county should convene an advisory review to solicit presentations. One commissioner suggested a steering committee or a future competitive process so additional providers and county departments could present needs and outcomes data before the next cycle.
Because the current cycle’s estimated funding pool is smaller (staff estimated about $45,000 for the new cycle), commissioners agreed to renew the same percentage splits for continuity while directing staff to solicit additional applications and to present expenditure and outcome reports from recipients at the next review. The motion to renew funding agreements carried with a majority vote.
