Homewood City Council approves series of development plans, traffic changes and administrative measures

The Homewood City Council on Dec. 8 approved a slate of development, traffic and administrative items, including final and amended development plans, several traffic-control ordinances and two personnel appointments.
The council voted unanimously on a number of measures brought forward after public hearings or earlier first readings. Key approvals included an amended development plan for the Piggly Wiggly renovation (ordinance 2,960), rezoning of 1691 29th Court South to I2 (ordinance 2,961), an amended plan for Brookwood Village to allow medical office space and additional parking (ordinance 2,962), and final approval of a Valvoline Instant Oil Change site plan at Green Springs (ordinance recorded in the transcript as "20 63"). Traffic and pedestrian safety items approved included a three-way stop at Waverly Drive and Avalon Road (ordinance 29 64), a stop sign at the Westover Drive approach to Shades Road (ordinance 29 65), and a pedestrian crosswalk at Westover Drive and Shades Road (ordinance 29 67).
On administrative and procurement matters the council accepted a bid from Infinity Tools LLC for fleet maintenance tools (resolution transcribed as 25 2 0 6), authorized a contract with Carr, Riggs & Ingram (resolution 25 2 0 7), and approved the vouchers for the period Nov. 24–Dec. 8, 2025 (resolution 25 2 0 8). The mayor noted that, following discussion at pre-council, the city clerk committed to scanning credit-card statements into the meeting packet for greater transparency.
Appointments were also on the agenda. The council appointed Keith Young as a BZA supernumerary by unanimous vote. The council later approved the appointment of Sam Gaston as special assistant to the city manager; Councilor Lane praised the hire as an opportunity to “structure” and streamline departments and said he was “a 110 for Sam.” The appointment was recorded in the transcript as resolution 25 2 0 9.
The council also adopted by unanimous vote an ordinance repealing Article 3 (Standing Committees of Council) of Chapter 2 (Administration) of the Homewood Code of Ordinances; the city attorney read the repeal ordinance and it took effect immediately.
Several items were set for public hearing on Jan. 26, 2026: condemnation proceedings for 1625 26th Avenue South, a development plan for Homewood Community Church (two-story, 30,797 sq. ft.) and an amended plan for Brookdale University to permit a pickleball court. Staff said the Jan. 12 pre-council will include discussion of those items.
Most motions passed unanimously. Where councilors asked follow-up questions, staff provided clarifications or proffered additional materials and renderings that were added to the public record.
The council concluded with ward updates and promotion of community events including a tree lighting, Christmas parade and Rotary Trail improvements.
