Jackson County approves CDBG-COVID grant amendment to fund hospital improvements

Jackson County commissioners approved Amendment #4 to the county's CDBG-COVID grant (h2494) to pass additional funds through to Jackson Hospital for improvements related to COVID preparedness.
A meeting presenter explained that CDBG-COVID funds are restricted to municipalities and counties; the county is the eligible applicant and will serve as the pass-through recipient for the hospital's project. "The CDBG COVID funds, when they came out, they're only available to municipalities and county governments," the presenter said, adding that the hospital lacked isolation rooms on its third floor and had used temporary measures such as plywood and portable units.
The presenter described the project as replacing the temporary measures and installing systems that provide negative/positive pressure where required to improve infection control. On the record the presenter stated the amendment is "a 100% grant." Commissioners moved, seconded and approved the amendment by voice vote.
A board member asked why the county must be the pass-through entity; staff explained CDBG-COVID eligibility rules restricted applications to public entities, which is why the county applied on the hospital's behalf. The board did not authorize any county matching funds for this amendment; transcript comments characterize the county as the administrative applicant and pass-through conduit for the hospital.
