Jefferson County commissioners sign resolution to pursue $750,000 CDBG wastewater grant for Telegraph Hill–Rikers Ridge

Patty Jackson opened a second public hearing and read a resolution authorizing Jefferson County to submit a State CDBG wastewater grant application for the Telegraph Hill–Rikers Ridge Sewer District improvement project.
Jackson told the board the application requests $750,000 in CDBG funds for grinder‑pump rehabilitation, replacement of grinder pumps, floats and control panels, low‑pressure collection system rehabilitation, installation of air relief valves and flush connections on existing low‑pressure force mains, lift station rehabilitation for stations 1 and 4 and replacement/construction of a new lift station 2. She identified Tony Wood (Midwestern Engineer) and Gary Moss (sewer district president) as technical contacts available to answer questions.
The resolution read by Jackson commits $2,020,000 in local funds to the project, which Jackson described as composed of $175,000 from ARPA and $1,875,000 from the state revolving loan fund, and lists a total estimated project cost of $2,747,500. Jackson said the local commitment is contingent on receipt of the CDBG wastewater program award from the Indiana Office of Community and Rural Affairs and that no new easements are required for the project.
After the hearing closed, a commissioner moved and the board voted by voice to adopt the resolution authorizing the grant application; county staff were asked to obtain required signatures and attestations for submission.
Why it matters: If awarded, the CDBG wastewater funds would cover key repairs and system upgrades that county staff say are needed to restore and modernize sewer infrastructure for Telegraph Hill–Rikers Ridge. The county’s commitment of more than $2 million in local funds would be required to move the project forward if the state award is received.
The board approved the resolution and closed the public hearing. County staff will file the application with the Indiana Office of Community and Rural Affairs and follow up on signatures and administration of the grant if it is awarded.
