Highland City Council members voted to adopt a resolution supporting America250 Utah and to establish a Highland Utah 250 Community Committee to develop and submit proposals for semi‑quincentennial grant funding.
City attorney Rob Patterson presented the item and told council members the resolution would allow staff and an ad hoc committee, appointed by the mayor, to file the necessary application and paperwork before the year‑end deadline. Patterson said the awards described in the program are modest and gave an example of roughly $1,500 for an approved community idea.
Council member Ron Campbell moved to adopt the resolution; Scott (Smith) seconded. The council conducted a voice roll call and the motion passed, recorded in the meeting as 4 to 0. Council members noted the need to review any grant contract terms before accepting funds — a staff caution that Patterson reiterated when asked whether federal funds carried strings attached: he had not yet seen a contract and expected minimal strings based on the materials presented.
The approved resolution creates a temporary ad hoc committee to be filled at the mayor’s direction. Rob Patterson and staff said they would work with the committee and city council to implement the community’s celebrations if the city’s application is selected for award.
The decision was placed on the Dec. 11 agenda in part to meet application timing; staff emphasized that paperwork must be filed promptly for the city to be eligible. Council did not commit specific city funds beyond staff resources and the committee structure; any acceptance of awarded funds would be a subsequent, discrete decision.
