FPPC commission directs staff to develop a package of legislative ideas and delegates timing authority to Law & Policy committee

On Nov. 20 the Fair Political Practices Commission instructed staff to develop a slate of legislative ideas into draft proposals and work with interested parties and legislative staff to prepare possible sponsored bills.
Senior legislative counsel Lindsay Nacono presented a list of draft ideas, including mandatory campaign training for candidates and treasurers, authority to extend filing deadlines following natural disasters, expanded waiver authority for Form 700 late fees, reform of Form 807 reporting thresholds for nonprofit-sponsored travel, a safe-harbor rule clarifying campaign travel expenditures, expanded prohibitions on astroturfing aimed at lobbyist employers and coalitions, automatic termination of inactive campaign committees, transferring lobbyist training responsibility to the commission, and review of ad-disclaimer rules to reduce voter confusion.
Commissioner Brown (Brandt) moved and commissioners amended the motion to delegate certain timing and deadline decisions to the Law & Policy committee so staff could comply with legislative introduction deadlines. The commission approved the motion as amended and directed staff to work with stakeholders to prepare draft proposals for consideration in January and February 2026.
What this means: The FPPC will actively develop legislative language and coordinate with legislative authors and stakeholders to pursue measures addressing filing deadlines, disclosure clarity and training requirements. The Law & Policy committee was delegated authority to help meet introduction deadlines where necessary.
Next steps: Staff will consult regulated stakeholders and legislative staff and return to the commission with draft summaries or language for sponsorship and formal action ahead of bill‑introduction windows.
