Owensboro board recognizes retiring firefighters, transit and police staff and names employee of the year

The board honored retiring employees — firefighter Jake Martin, transit employee Mike Custard and OPD’s Joe Hall — and presented the 2025 Kapp Gardner employee of the year award to Kevin DeRozet, deputy director of public works.
The Board of Commissioners recognized several retiring city employees and presented the Kapp Gardner employee of the year award on Dec. 16.
Fire Chief Howard introduced firefighter Jake Martin, who began with the city in October 2004, served 21 years and will work his final shift on Dec. 31, 2025. Vicky Pennington from Owensboro Transit recognized Mike Custard for more than eight years of service to the transit department; Custard said he planned to spend more time on hobbies and family after Dec. 31. City staff recognized Joe Hall for service with the Owensboro Police Department beginning in 2006, noting her role in recruitment, records and training support.
The board also presented the Kapp Gardner employee of the year award to Kevin DeRozet, deputy director of public works, in recognition of 26 years of service and leadership in public works operations; DeRozet accepted the award on behalf of his division.
These presentations were ceremonial; no policy action was associated with the recognitions.
