Owensboro approves $500,000 sidewalk grant application and a statewide mutual aid agreement

Municipal Order 30-2025 authorizes the mayor to apply for Transportation Alternatives Program (TAP) funding under the Surface Transportation Block Grant program (Fixing America’s Surface Transportation Act). City Manager Nate told commissioners the application requests $500,000 to repair and install sidewalks in the Apollo Area Neighborhood Alliance; if awarded, the city must provide a 20% local match.
Municipal Order 31-2025 authorizes the mayor to execute a statewide emergency management mutual aid and assistance agreement with the Commonwealth of Kentucky Division of Emergency Management. The agreement standardizes how Kentucky cities and counties request and provide emergency assistance and clarifies that recipient jurisdictions are ultimately responsible for reimbursing eligible, reasonable and documented expenses. The city manager cited past mutual-aid deployments (Mayfield tornado, Dawson Springs, eastern Kentucky flooding) as examples of how aid has been provided informally in recent disasters; the municipal order formalizes the process under the state EMA.
Both municipal orders were approved by the board with no further debate recorded. City staff will proceed with the TAP application and, if the grant is awarded, return with required match funding and project specifics for authorization and implementation.
