City flags Keys Road culvert as 'critical'; seeks MVP and culvert grant funding

Gardner City staff told the Economic and Community Development Committee on Dec. 12 that the Keys Road (Kizaru) culvert replacement is in critical condition and requires full replacement to safeguard 60+ households that rely on the crossing.
Director Stevens said design and permitting are complete and that the project is ready to be advertised and built if grant funding can be secured. He told the committee the city is considering the Municipal Vulnerability Preparedness (MVP) grant, the recently established community culvert grant (which caps awards at $1 million), and other sources to cover an estimated $2 million cost.
“...it is in critical condition and at risk of complete failure,” staff said. The director and council members emphasized that the culvert is the primary access route for more than 60 households; failure would disrupt access and require emergency measures. Staff reiterated their preference to avoid using unexpected bond proceeds for this work if grant funding can be obtained.
The committee asked staff to pursue MVP and other competitive sources as quickly as possible. Staff said they will provide updates as grant applications are prepared and decisions occur.
