Garner council creates housing and community development specialist role, approves budget amendment

Garner Town Council unanimously approved an ordinance to create a housing and community development specialist position and a budget amendment to fund the role for the remainder of FY 2026.
Town Manager Jody Miller and staff presented a draft job description and a classification review placing the position at grade 19. Manager Miller said human resources will post the position in early 2026. The FY26 budget amendment before council funds the remainder of the fiscal year at just over $73,000; staff estimated the full-year cost at roughly $137,000.
Council members praised the Affordable Housing Task Force and the volunteer effort that informed the position. Several councilors noted the new role will report to the Strategic Initiatives Director and will serve as staff liaison to a prospective housing advisory committee the council will formalize in coming weeks. Council member Dellinger said the council may consider dedicating town resources (including ARP funds) to leverage additional housing preservation and development funds in the future.
The motion to adopt the ordinance and budget amendment passed unanimously by voice vote. Staff will finalize the job description and begin recruitment in early 2026.
