Middleton advances BOA petition notice, includes electrification and fencing as eligible projects

The Middleton Airport Commission voted to advance a draft public hearing notice for the city’s 2025 Bureau of Aeronautics (BOA) petition project list, asking staff to incorporate commission input and to move the draft to the planning commission and common council for public hearing and review.
Chair Lohrman presented the petition list and solicited additions. Commissioners and the airport manager discussed perimeter fencing and replacement of automobile ramp access gates. Rich said the existing fence is generally in good condition, noting occasional damage from a vehicle; he also said full perimeter fencing with strong deterrents (for example 8-foot tall fencing with razor wire) would be undesirable. Staff recommended listing a perimeter fence on the petition so the project is eligible for funding even if action might be five or ten years away.
Commissioner Brian Hamilton asked whether electrification and decarbonization upgrades (and future EV/aircraft charging infrastructure) could be included; staff confirmed an item titled "upgrades and equipment related to electrification and/or decarbonization of the Middleton Municipal Airport" was included as a catchall so future technologies may be eligible and staff will refine language with BOA staff if needed.
Chair requested clearer public notice wording stating up front that none of the projects will expand the airport footprint; staff agreed to prepare redlines and proceed toward a formal public hearing. On a motion by the chair, seconded by Commissioner Nye, the commission approved advancing the petition public hearing notice by voice vote (no recorded roll call). The matter will next go to BOA review, a planning-commission public hearing and then common-council consideration before formal submission to the BOA.
Separately, the commission reviewed November finances and accepted the monthly report by voice vote. No further finance issues were raised.
