Canal Winchester’s City Council moved or adopted several operational resolutions at its Dec. 15 work session, advancing routine contracts and local funding decisions.
Public‑health contract: Council moved resolution 25‑066 to full council, authorizing the mayor to enter into the city’s annual contract with Franklin County Public Health for services such as plumbing inspections and mosquito control. Finance Director Amanda Jackson said the county’s fee rose “about 4%,” a typical year‑to‑year adjustment for the services the county provides.
VED (bed tax) grant distribution: Council considered resolution 25‑067, which approves the distribution of $2,026 in VED tax grants. Volunteer reviewers and council sponsors said they reduced recommended awards from initial requests to stay close to prior year totals and recommended clearer parameters going forward. Council moved 25‑067 to full council with a condition that funds not be dispersed until grantees submit required final reports.
Property exchange for industry expansion: Resolution 25‑068 authorizes the city to exchange interest in a 60‑foot strip of Canal Point real estate to the Canal Winchester Industry & Commerce Corporation, facilitating an eventual transfer to Manifold & Thaler for an expansion that would allow a building to grow from about 30,000 to 45,000 square feet. In exchange the city acquires roughly 5.87 acres of right‑of‑way and easements to support future Busey Road expansion and sanitary sewer access.
Joint Recreation District extension: Council adopted resolution 25‑069 to extend contractual financial support to the Canal Winchester Joint Recreation District through Dec. 31, 2026. Sponsors said the extension aligns with budgeted amounts and provides stability while longer‑term partnership and funding options are developed; speakers indicated a levy is not planned in the near term.
All motions were handled by roll call. Several of the measures passed unanimously or with broad majorities; the VED grant distribution included a conditional requirement that final reports be received before funds are released. Council directed staff to document conditions and prepare final documents for full council consideration or execution.
