Both CHSD 128 high schools again earn 'exemplary' summative designation; report card highlights absenteeism and new growth metrics

Charlotte Eames, the district’s director of data and assessment, presented the Illinois School Report Card at the Nov. 17 CHSD 128 board meeting and walked trustees through how the state calculates summative designations.
Eames explained the state’s report‑card changes for the year — the high‑school assessment moved from the SAT to the ACT, the state introduced new benchmarks and added growth metrics at the high‑school level — and said the district’s presentation focused on the summative designation components. She said graduation rate comprises 50% of the high‑school summative score, proficiency measures account for 20%, and other components include chronic absenteeism, ninth‑grade on‑track, and a climate survey.
Eames announced that both Libertyville High School and Vernon Hills High School ‘‘achieved exemplary status again this year.’’ She said exemplary schools are in the top 10% of schools in Illinois and that both schools earned full points in key indicators including graduation and subject proficiencies under the new benchmarks. Eames also noted that this year the state added growth reporting at the high‑school level and described growth percentiles as ‘‘test agnostic’’ metrics intended to show how students grow relative to peers statewide.
At the same time she flagged chronic absenteeism as an ongoing statewide issue. Eames reported chronic‑absence rates of 18.4% at Libertyville High School and 20.1% at Vernon Hills High School, and said the district’s MTSS teams are digging into the data to identify causes and interventions. Trustees asked for further breakdowns, including how many students are in the chronic‑absence counts because of extended services under IDEA versus students who dropped out; Eames said staff could provide additional details on request.
Board members also asked about how a planned ISBE redesign of summative designations might affect current standings; Eames said the state is conducting listening tours and has not finalized any changes but is considering moving away from a norm‑referenced top‑10% standard toward criterion‑referenced measures and greater incorporation of growth.
