Committee recommends Olympic Builders for Well 5 rehab, approves $180,000 task order to Strand

The Middleton Public Works Committee on Oct. 27 recommended that city finance and common-council bodies approve the low bid for the Well 5 rehabilitation and approved a separate construction-services task order to Strand Associates.

Public works staff reported three bids were received and that Olympic Builders submitted the lowest bid at $2,069,155. "Olympic Builders was the low bid, with that price of $2,069,155," a staff member said during the meeting. Staff said insurance certificates and qualifications were received and recommended the committee forward the award to the finance and personnel committee and common council.

A committee member moved to recommend the award and that motion was seconded; the committee then recorded the motion as carried.

Separately, staff proposed a task order under the city'99s existing general engineering-services agreement with Strand Associates for construction-period administration and related services. Strand's involvement as design consultant led staff to recommend a $180,000 task order for construction-related services. The committee moved, seconded and recommended that task order to finance and personnel and common council.

During discussion, Strand and staff noted additional DNR requirements triggered when construction touches certain infrastructure elements, and the committee discussed system redundancy and the role of future wells (Well 7) as longer-term capacity. Staff estimated that drilling a new well today could cost about $600,000 to $800,000, and that Well 7 is likely to serve as a long-term replacement for Well 4 if needed.

Both recommendations were approved by voice vote at the committee level and will be forwarded for final approval by the finance committee and common council.
