Middleton committee adopts addendum to water master plan to meet state NR 854 requirements

The Middleton Public Works Committee on Oct. 27 voted to adopt Addendum No. 1 to the city'99s 2019 utility master plan, a targeted update meant to satisfy NR 854 (the state water supply service area plan requirements) and DNR reporting deadlines.
Strand Associates project manager Ryan and Grace Carlson, an engineering trainee at Strand, told the committee the addendum captures roughly 25% of the NR 854 elements that were not included in the 2019 plan and therefore can be appended rather than producing a standalone service-area document. "So this is, our presentation on the water supply service area plan," Ryan said, summarizing the intent to bring Middleton'99s plan into compliance.
The consultants said most technical elements'3 including the planning period (to 2040), service-area delineation, inventories of existing supplies, and projected average- and maximum-day demands'3 were already in the 2019 master plan. Grace Carlson said the addendum updates demand projections to reflect development that occurred after 2019. The presenters recommended stamping the plan on Dec. 23 to align with the five-year cycle and DNR expectations.
Committee members asked about demand growth and redundancy. Strand staff noted that while some developers'projections are higher than what the plan assumed, current well capacity plus the Well 5 and planned Well 7 projects make the system adequate through about 2030 under existing assumptions. The presentation also said regionalization or lake-surface sources were not considered viable alternatives given water-quality and cost concerns.
Acting as the board of directors for the city water utility, the committee moved, seconded and adopted the addendum and directed staff to finalize the documentation for filing. "The water supply service area plan is due at the end of this year," Ryan said during the presentation. The committee recorded the motion as passed and will forward the recommendation as appropriate.
Next steps: staff will incorporate any public comments into the minutes and finalize the addendum for formal stamping and submittal to the DNR.
