Turlock council awards $272,000 contract to replace senior center roof and HVAC

Turlock — The City Council voted unanimously to award a contract to replace the flat roof and rooftop HVAC units at the Turlock Senior Center, city staff said.

Staff told the council the project (Project 204-442) addresses recurring water intrusion and aging HVAC equipment. Pacific Polymers Inc. of Harold, California submitted the lowest responsive base bid of $252,000. Staff recommended accepting an additive alternate to upgrade to a two‑ply roofing system for an additional $20,000, bringing the recommended contract award to $272,000. Staff said the total estimated project cost, including a 10% contingency and soft costs, is $351,950 and that the work is funded from Housing Stimulus Fund account 25841498.4721802; no general‑fund dollars will be used.

During questions, a council member asked whether the budgeted amount would buy a roof slope; staff responded the proposal is for a flat roof solution and that, once awarded, work will proceed as quickly as possible to meet the goal of completing the work before the big winter season. Council member (speaker 3) moved to approve the contract; the motion was seconded and approved on a 5‑0 roll‑call vote.

Staff also said the project was advertised on Aug. 6, 2025, and that seven bids were received on Aug. 27. City staff said the chosen contractor will begin procurement and scheduling promptly after the award to minimize delays.

The council did not specify a construction start date at the meeting. Staff said they could answer additional scheduling questions after the contract is finalized.
