The Calimesa City Council ratified its annual mayoral rotation Dec. 1, moving Mayor Pro Tem Cervantes into the mayor’s office and elevating Councilmember Manley to mayor pro tem under the city’s rotation policy (adopted by Resolution 2025‑52). The council took the action by motion, second and unanimous voice vote.
City staff described the rotation policy as a seniority-based process adopted to ensure fairness and preparedness for presiding officer roles; the mayor and mayor pro tem serve one-year terms and may not serve consecutive terms unless all other members decline. Staff said selection of the mayor pro tem requires a majority vote and that the rotation is normally automatic unless a nominee fails to receive the required votes.
At the same meeting the council also voted to appoint the incoming mayor as chair and the incoming mayor pro tem as vice chair of the successor agency to the Calimesa Redevelopment Agency. The appointments were presented and approved in open session.
Councilmembers offered brief remarks thanking outgoing leaders and emphasizing a collaborative approach for the upcoming year. Incoming Mayor Jeff Cervantes thanked colleagues, praised staff and said his focus will be on working with the council and residents to make reasonable decisions for Calimesa.
The rotation and successor-agency appointments were recorded as unanimous decisions with no formal dissents noted.
