At its final council meeting of 2024, the Woodlawn Village Council moved to suspend rules and adopted a package of ordinances and one resolution addressing fee schedules, appropriations and salary-step programs.
Key actions included adoption of ordinance 29‑20‑24 (revising canvassers/door‑to‑door solicitation rules) with an amendment changing the allowed solicitation cutoff to 7:00 p.m.; ordinance 32‑20‑24 (revising the Woodlawn Recreation Department fee schedule); ordinances adjusting fees for scheduled medical and nonmedical transport (33‑20‑24), fire-department fees (34‑20‑24), administrative fees (35‑20‑24) and zoning/inspection permits (36‑20‑24). Council also adopted temporary appropriations for fiscal year 2025 (ordinance 37‑20‑24) and an amendment to 2024 appropriations (ordinance 38‑20‑24), plus a transfer ordinance involving FEMA/Ambulance/FEMA AFG grant fund accounting (ordinance 39‑20‑24).
The council created an OPWC Wayne Avenue Improvements Fund to account for OPWC grant funds for that project (ordinance 40‑20‑24) and approved salary-step ordinances for police, fire and public works (ordinances 41‑20‑24 and 42‑20‑24). Resolution 44‑20‑24 authorizes the municipal manager to enter into contracts for life, vision, dental and employee-assistance coverage and sets any applicable cost-split between the village and employees.
Most of these items were considered under suspension of rules and carried by roll-call votes recorded as ayes; where an emergency clause was required the council moved to declare an emergency and recorded ayes on subsequent roll calls. The law director summarized the items at the start of the legislative block and staff confirmed proper procedures for suspensions and passage.
