- Resolution R-25-203 (211 Jackson St.): Adopted. Staff reported a chain of title: the structure formerly belonged to Fannie Lee Cummins Adams; heirs quitclaimed interests; OC Harper holds record title and has consented to condemnation and demolition. Staff noted utilities were not active at the property.
- Ordinance O-25-49 (Finish Line RV Park PD, PD-25140): Adopted. Planning staff presented a PD amendment to expand Finish Line RV Park by about 8.08 acres at 263 Golf Links Road to add a clubhouse, pool, parking and food-truck area; Planning Commission recommended approval 7–0 with seven conditions.
- Ordinance O-25-50 (special election on director compensation): Tabled. After debate about ballot wording and timing the board voted to table the matter and hold a work session before Dec. 23 to consider whether and how to place an authorization on a March 3, 2026 ballot.
- Personnel actions following executive session: The board approved a 12.5% bonus for the city manager and a 10% bonus for the city attorney, to be paid from Oak Lawn reserves, and approved a budget amendment to provide for the bonuses. Votes were recorded as unanimous in favor.
