Victorville council adopts user-fee and development-impact fee updates, approves contracts and appointments

At its Dec. 16 meeting the Victorville City Council adopted a package of routine but consequential administrative actions, including annual adjustments to user fees and development-impact fees, several appointments to committees and outside agencies, and awards of professional services.
City staff presented the annual master user-fee update, which uses the 2022 fee study as its baseline and recommends a 3.34% inflationary adjustment plus additions for services that were not previously fee-based. Councilmembers asked technical questions about benchmarking and cost-recovery methods; no public speakers addressed the item. The council adopted the staff recommendation and approved Res. No. 25-076 and VWD 25-001 by unanimous roll call (Councilmembers Godin, Irving, Mora and Mayor Becerra voted yes; Mayor Pro Tem Herriman absent).
On development-impact fees, staff recommended a 5.7% increase to non-housing DIFs tied to a construction index and advancing a planned phase-in of residential DIFs approved in 2022. The council adopted Res. No. 25-086 and VWD 25-002 (unanimous; Herriman absent).
Other votes included:
- Award of a consultant professional services agreement to Wallace Group for conceptual design of Doris Davies Park (CC 25-133) in the amount of $148,500; council approved the award unanimously.
- Adoption of the 2026 cafeteria benefits plan and establishment of a retiree health premium reimbursement plan, with staff authorized to execute related documents (resolutions adopted unanimously).
- Authorization for Councilmember Mora to attend listed training and travel events for the 2025-26 fiscal cycle; council approved the travel allowance unanimously.
- Numerous committee and outside-agency appointments (internal committees such as the Community Revitalization Investment Authority and audit committee, and external bodies including SCAG, SBCTA/SBCOG, VVTA and the Victor Valley Wastewater Reclamation Authority). Nominations and roll-call confirmations for each appointment were recorded on the record.
All of the above motions passed by unanimous vote of the members present; Mayor Pro Tem Herriman was noted as absent for roll call votes. Several items were presented as routine staff recommendations with limited debate; the council recorded the supporting roll-call votes for the official record.
Next steps: the fee changes and resolutions take effect as provided in each staff report and resolution language; contract awardees and appointees will proceed under the city's procurement and committee-onboarding processes.
