Commission approves 44,250‑sq‑ft addition for Luca at 706 Lane Street; staff notes 166 existing parking spaces

The Planning Commission approved a site plan for 706 Lane Street (Luca) that would add 44,250 square feet to an existing facility for manufacturing and storage. Staff reported the Board of Zoning Appeals had granted a lot‑coverage variance on Sept. 18, 2025, raising allowed lot coverage to 61 percent; staff also reported counting 166 existing parking spaces available on the parcel and adjacent lots, which exceeds the minimum 150 spaces staff said would be required after the addition.

Staff recommended approval with two conditions: that all required permits be obtained from the building and engineering departments prior to construction and that the owner work with the city engineering department for required stormwater approvals. The staff presentation also recommended the owner consider beautification of existing parking areas because of proximity to nearby neighborhoods.

Steve Durban of Telemont Construction, the design‑build contractor, spoke for the applicant; he said the primary purpose of the addition is to accommodate fabrication of larger industrial ovens and that preliminary consideration is being given to parking improvements though no specific designs were presented.

Commissioners questioned whether additional conditions on parking improvements should be imposed. After discussion, the commission moved and seconded approval subject to staff conditions and passed the motion on roll call.
