Missoula County OKs improvement agreement for O'Keefe Ranch Estates phase 4, park to be deeded to county

Missoula County commissioners voted to enter an improvements agreement for phase 4 of the O'Keefe Ranch Estates subdivision, approving terms that will deed a newly completed park to Missoula County and establish funding for its upkeep.
John Hart introduced the item, saying the developer, Ryan Built Homes, secured a letter of credit from Mountain West Bank to guarantee completion. Hart said the developer has finished building a large park and will deed it to Missoula County "on behalf of the citizens of Missoula County." He told commissioners an RSID (road/street/park assessment district) has been created so lot owners will begin paying assessments for park maintenance once the final plat is filed.
Hart described the remaining work: about $74,301 in mostly landscaping and park features that were delayed by seasonal constraints, and another $9,601 for "hard infrastructure," including concrete sidewalks and a small amount of paving. The developer committed to completing these items by Dec. 5, 2026.
A commissioner moved to approve the improvements agreement and another seconded; after no public comment the board voted aye and the motion carried. Hart asked staff to return the signed agreement to the developer for recording.
The agreement transfers ownership of the park space to the county and sets the schedule and financial guarantees for remaining work. The county staff sign-off cited review by public works and parks staff, including Nick Zanettis in the parks department, before the recommendation to approve.
Next steps: staff will obtain the signed agreement and the developer will record the final plat; assessments for maintenance will begin after recording. The agreement requires the developer to finish work by the stated deadline, and the letter of credit is the primary financial assurance noted in the approval.
