Summary
City staff reported on Lakeside phase 1 Brownfield review with the MEDC, a Phase 1 plan of roughly 1,500 residential units and 150,000 sq ft retail, and progress on the Chaldean Community Foundation projects including Tiger's Tower and a proposed $27M mixed-income development awaiting MSHDA approvals.
City economic development advisor Luke Bonner updated the council on two large local development efforts: the Lakeside project and the Chaldean Community Foundation (CCF) phase‑2 initiatives.
Bonner said the Lakeside PUD phase 1 plan is in review with the Michigan Economic Development Corporation as part of a Brownfield tax increment financing and development plan; the phase outlined in current documents would include about 1,500 residential units and roughly 150,000 square feet of retail. Corridor improvement authority action and a TIF plan review are expected in the first quarter of next year; Bonner said a potential demolition and groundbreaking could follow in mid‑ to late‑2026 depending on legislative changes to the state's brownfield transformational program.
On the CCF projects, Bonner noted that Tiger's Tower (phase 1) has rented 40 units with full lease‑up expected by spring 2026. The Grillo property PUD (a proposed ~$27 million, 80‑unit mixed‑income affordable housing project) has submitted deliverables to MSHDA and completed soil borings; the city approved a PUD extension to August 2026 to allow further due diligence and MSHDA financing steps. Bonner emphasized engineering work remains, particularly on cut‑and‑fill and flood‑plain issues affecting the site.
Council members asked whether the city had incurred costs (none were reported to date) and expressed interest in continued updates; Bonner said staff will bring the Brownfield plan to the council for consideration when the Brownfield board makes a recommendation.
