Staff described the modifications sought — including preliminary plan procedure, plat scale and the display of existing features within 200 feet — and recommended the conditional approval so the county can complete technical review while the borough completes its sewer inspection. "Staff's recommendation would be to grant and request the modifications and then, recommend, conditionally approve the plan subject to the receipt of the approved sewage facilities planning module," a staff member told the commission.
Commission members pressed for borough confirmation of the existing lateral work after staff reported that the owner had installed a sewer lateral and that the borough had not yet completed an inspection. The applicant was told the county would require "evidence from the borough that the applicant has satisfied their requirements for the sewer lateral" before the county would issue final approval.
A motion to grant the modifications and approve the plan conditionally carried by voice vote. The commission also discussed next steps for related plan revisions and noted the applicant may need to provide a demolition note on the plan if an existing dwelling is to be removed before new construction.
What happens next: The county will hold the conditional approval on file until it receives the formal sewage‑facilities planning module from the Department of Environmental Protection (DEP) and written confirmation from the borough that it has accepted or otherwise approved the sewer lateral work. If either condition is not met, the county retains the ability to withhold final plan approval.
The commission did not specify a date for final sign‑off; the applicant and staff said they will return with final documentation once borough verification and the planning module are provided.
