Council members and the police chief discussed practical enforcement and safety: several council members urged a night‑time curfew (the chief and at least one councilor recommended a midnight cutoff), reflective stickers to aid identification, and restrictions against highway and one‑way usage. "I think midnight is good," one council member said; the chief said reflective identifiers and officer familiarity will aid enforcement.
City Attorney Cynthia said she would research whether state transportation law limits nighttime operation and will report back to staff before revisions are finalized. Staff told the council the ordinance is scheduled for first reading on Jan. 6 and a second reading Jan. 20, 2026.
Council asked staff to consider a curfew (a starting point discussed was midnight), targeted allowances for community events, and enforcement mechanisms that would avoid requiring full vehicle licensing. The matter remains in revision ahead of formal readings.
