City manager briefs council on COPS grant, Hickman Street plan and antique mall repairs

City Manager Bauer told the council several administrative and infrastructure updates during his report.
On public-safety funding, Bauer said the COPS grant application is open and would cover "about 50% of the salary and benefits" for positions; the grant application is due July 1 and the city is working with Lexipol to prepare the submission.
Regarding street projects, Bauer reported a May 7 meeting with JMA on Hickman Street. He said JMA plans to paint temporary line work to help residents visualize proposed curb and lane changes before final construction; the temporary paint is expected this summer with further public outreach when plans are finalized. Council members raised storm-drainage concerns on Hickman and Bauer acknowledged additional work will be required for drainage and curb adjustments.
Bauer also updated the council on rental registration work that will assess roughly 90 units and on the antique mall building, where he said structural engineers have inspected a failing wall and the port may have funds to assist with repair costs. He said staff is gathering quotes and coordinating with property management and tenants to develop a final plan.
Bauer did not provide firm timelines for all items but said some bids for other street projects (Harrison and Warner) could be released for bidding later this year.
