Planning commission hears update on large shopping‑center: anchors open, Hobby Lobby under construction, residential plan sketched
Summary
Planner Joshua Mann reviewed tenant openings and leasing activity at the new shopping center, reported anchor tenants open (Costco, Chase, HomeGoods/TJ Maxx, Wendy's, Raising Cane’s), Hobby Lobby under construction, and a preliminary residential sketch of about 252 market‑rate units with no permits yet.
Joshua Mann briefed the Planning Commission on the shopping‑center development on Nov. 18, 2025, providing a slide‑driven status report on tenant openings, leasing, construction activity and a preliminary residential component.
Mann listed current tenants and openings: Costco (grand opening in June; staff said it has been operating for more than a year), an on‑site fueling facility under Costco, Chase Bank (grand opening April 24), Wendy’s (grand opening June 2025), and Raising Cane’s (opened Aug. 12). Mann said HomeGoods and TJ Maxx opened in June 2025 and that Hobby Lobby has broken ground this week and will be constructed using tilt‑up walls.
Leasing and tenant improvements
Mann said the developer’s leasing agents have leased much of the pad space; several tenant‑improvement applications have been submitted (Mann cited Paris Baguette and Jersey Mike’s as examples). He described the typical model where the master developer (identified in the presentation as Grama Development) builds shell buildings and individual tenants perform interior fit‑outs.
Residential component
Mann said the shopping‑center site is designated mixed‑use and the master developer could construct roughly 250–300 residential units. He referenced a preliminary sketch showing about 252 market‑rate units but said no planning or building permit applications for the residential component have been submitted yet.
Other changes
In response to a commissioner’s question, Mann said Boot Barn will replace the former Staples location; a tenant‑improvement permit was issued and the store is expected to open in January or February.
What’s next
Mann said pads with no current permits (pads 7, 10 and 13) have had preliminary tenant interest and that permitting and additional tenant announcements are likely after the New Year.
Quote: "I believe their proposal, at least the preliminary proposal that I've seen ... allows, I I wanna say it was 252 residential units," Mann said.
(Reporting note: dates and tenant openings are as stated by staff during the meeting; specific opening dates and tenant commitments should be confirmed with developer filings and building‑permit records.)
