Planning commission approves new Water Mill Express kiosk with ice-dispensing capability

Theresa McDonald, senior planner, presented an architecture and site plan review for Water Mill Express at 3239 Sierra Street and recommended approval. McDonald said the replacement kiosk would add ice-dispensing capability and that staff determined the project is consistent with the city’s general plan and the downtown specific plan.
McDonald told the commission the project is located in a mixed‑use downtown area and that it meets the zoning and DTSP standards the commission applies to ASPR requests. She said the project was determined to be exempt from further environmental review under the California Environmental Quality Act’s categorical exemptions as described in the staff report.
No members of the public spoke on the item. A motion to approve the architecture and site plan review was moved and seconded on the record; the Planning Commission adopted the staff recommendation by unanimous roll-call vote. Chair Tidy Zamora, Vice Chair Michael Sid Alterman, Commissioners John Dinan and Joan Stewart and the fifth commissioner present voted to approve the resolution.
The commission’s action approves the replacement kiosk with the design and findings summarized in the staff resolution. The staff report lists required findings and conditions that will govern final project permits and inspections. If required permits or conditions are not satisfied, staff indicated follow-up enforcement steps would apply.
