Highlights of actions taken:
- Minutes: The council approved minutes for Sept. 16, Oct. 21 and Nov. 6 (roll call votes).
- Ordinance 25-148: The council voted to create the position of Economic Development Representative for the Department of Housing and Economic Development; the ordinance passed on the night’s roll call.
- Grant acceptance (Resolution 25-456): The council authorized acceptance of a FY2026 state aid grant of $500,000 from the New Jersey Office of Homeland Security and Preparedness for city emergency preparedness functions.
- Procurement and contract awards: The council considered a contested recommendation from its engineer and administration regarding a multi-million-dollar waterworks contract (resolution 25-471). Engineering advisor CDM Smith had recommended the lowest qualified bidder (Waters & Bigsby), but the administration sustained a formal challenge to that bidder and moved to award the contract to the next responsive bidder, Ducon. The council approved the award; Councilwoman Feliciano recorded an abstention on that roll call.
- Executive session: Council voted to enter executive session to discuss ongoing litigation and confidential procurement matters related to the waterworks; no public vote expected on those items immediately after executive session.
