Board approves routine agreements, travel and administrative items; staff to return with resolutions

Procedural votes included approval of the meeting agenda, bills and vouchers, and minutes for Nov. 25 and Dec. 2. The board approved a standard railroad agreement permitting entry on Otter Tail Valley Railroad right-of-way for roundabout construction; Justin, a county staff member, described the permit as standard and said the project cost is built into the next year’s budget and not eligible for state reimbursement.
The board approved out-of-state travel for the county’s opioid program manager to attend a national opioid conference in Austin, Texas, in February. Staff estimated the trip will cost about $2,000 and said the expense is covered by an MDH overdose‑prevention grant.
The board also approved county‑administrator vacation leave carryover of 44 hours to the next pay period.
All routine items were approved by voice vote with no recorded dissent.
