Biologists said the 2014 walleye stocking program and subsequent increases in wiper stocking have produced higher catch rates and faster growth for top predators, but also shorter lifespans. Taylor summarized long‑term year‑class indices showing frequent weak natural recruitment and concluded the fishery currently depends on stocking: "Natural recruitment in Willard for walleye does not cut it," he said, reporting that recent years met stocking quotas for three consecutive years.
The presentation noted three warning signs: 1) a negative interaction between wiper and walleye abundance after gizzard shad became established; 2) faster growth and reduced longevity for walleye since expanded stocking; and 3) increased angling effort, including winter use, based on preliminary mobile‑device location samples. Taylor said those trends have driven staff to change tactics — increasing the size of some stocked fish and experimenting with multiple strains of wiper, and supplementing fry stocking with boat and night releases to reduce predation losses.
Council members asked whether regulation changes — slot limits, maximums or reduced bag limits — could protect larger walleye. Taylor said initial population modeling shows limited benefit from typical slot or maximum‑length protections because fish grow through protected windows quickly when year classes are strong. He and colleagues recommended an alternate approach to reduce boom‑and‑bust dynamics: alternate the focus of stocking between predators year‑to‑year, maintain intensive monitoring, and use targeted outreach to encourage harvest of specific size classes while the agency evaluates regulation modeling.
Staff emphasized the need for more creel and angler‑use data to refine options. Taylor recommended further telemetry and continued engagement with anglers to align management with recreational expectations. The presentation closed with staff noting the difficulty of balancing a popular, productive fishery with long‑term sustainability and advising the council that any regulation change would require careful modeling and public discussion.
