Director Cochran told council the city issued an RFP (Oct. 28; proposals due Nov. 28) and received six proposals requesting a combined $186,842. Available funds on hand were about $157,000 (including prior reserves) and the city expects roughly $50,000–$60,000 in future annual receipts from settlement streams, the director said.
The committee recommended full or partial funding for four applicants: Monroe County Opportunity Program (prevention program for youth; recommended $20,000), Monroe County 38th Circuit Court (adult drug treatment court; recommended $4,875 for one year to cover 50% of a coordinator position), Salus Center for Hope (housing and case management for new mothers; recommended partial funding, including case management and limited capital work), and Paula's House (prevention services for children; recommended $20,700). The committee did not recommend funding two applicants this cycle—Recovery Advocacy Warriors (RAW) and Mineral Community Mental Health Authority—citing questions about overlap, sustainability and that the Mineral CMH requests (including $50,000 for medication for incarcerated individuals or $50,000 for a full‑time clinician) would consume the city's entire annual allocation.
Councilwoman Stringham moved to award the grants and to authorize the administration to develop funding agreements to be executed by the city manager and agency officials. The motion passed by roll‑call vote with affirmative votes from members present.
