Davis staff to recirculate EIR after wastewater‑capacity review; development agreement could reach June ballot

The staff member said conservation has reduced flows and increased waste concentration, requiring updated technical analysis and public comment.
The staff update also described the timeline for a development agreement. Staff said they held an applicant workshop on Nov. 4, have been working with the applicant on council feedback and intend to return to city council in January with a proposed development agreement for consideration. Staff said that, if an agreement acceptable to council is executed, the project could be placed on a June ballot (assuming a June ballot).
A council member had raised concerns about the EIR's online accessibility and clarity; staff acknowledged the website navigation could be improved and said they would work with the team to make the recirculated EIR easier to find. Staff also said the 45‑day recirculation period is tight but should allow time to respond to comments and prepare agenda materials in time for a January council decision.

The motion to approve the minutes was moved by trustee Moon and seconded by vice mayor Neville; the minutes were approved by voice vote and an abstention was noted (the record does not name who abstained).
