County staff recommended FinFrock Enterprises for professional design‑build services and described a plan for a parking garage of approximately 2,000 spaces and roughly 300 adjacent surface spaces. Staff said design would begin in January 2026, a construction‑cost estimate would be returned to the board during 2026, and buildout would take roughly a year thereafter, with the target ready‑for‑use date in 2027. Staff characterized the project as a ~27‑month effort from design start to substantial completion.
Commissioners asked about vertical versus horizontal expansion, potential impact on employee parking and whether future expansion to more stories would be permitted; staff said the current plan prioritizes horizontal expansion in the Strawberry lot but that other locations and options could be considered later if capacity pressures return. Commissioners also pressed staff on interim solutions (shuttles, leased lots) but staff said existing leased lots do not provide sufficient capacity and shuttle operations would be an ongoing operational cost the airport does not want to subsidize.
The motion to approve design‑build selection and proceed with the project passed unanimously.
