Council approves zoning overlay, ODOT agreement and nuisance assessment; several other routine items passed

Harrison City Council completed several routine but substantive business items during its Oct. 21 meeting.
Zoning map amendment: Council voted to amend the zoning map to add a planned unit development (PUD) business overlay for the parcel located at 10400 Harrison Avenue. The motion received a second and passed on roll call.
ODOT LPA agreement (Dry Fork Road): Council approved an LPA/ODOT project agreement to advance roadway work on Dry Fork Road, including an eastbound on-ramp and off-ramp. Council discussion clarified the measure formalizes the city’s participation in the ODOT-led project; the motion passed on roll call.
Special assessment for 411 Park: Council voted to levy a special assessment on property at 411 Park to recover the cost of nuisance abatement and repair of unsafe conditions. A council member requested that receipts for the work be attached to the legislation going forward; the ordinance passed on roll call.
Other administrative items: Council approved minutes from the Oct. 7 meeting, received reports from the tree board (plans to plant 27 trees and a 2026 budget line for a horticulture intern), and heard public safety and finance reports including that the fire department had 246 runs last month and that the police department reports 21 sworn officers on duty. The council also set a Nov. 11 special work session on the proposed new firehouse at 5:30 p.m.
