Council declines to approve Fraternal Order of Police MOU; members prefer handling in contract negotiations

The City of Harrison’s council considered a memorandum of understanding (MOU) between the Fraternal Order of Police, Ohio Labor Council Inc., and the city on Oct. 21 but chose not to approve it at this time.
Council members noted the MOU coincided with the start of police union contract negotiations. One council member said the police committee preferred the matter be addressed through the contract-mitigation process rather than by passing the MOU as standalone legislation. After a motion and second, the roll call recorded one abstention and a majority of 'no' votes; the council did not approve the MOU and indicated the topic will be negotiated as part of the upcoming police contract.
Council stated this does not reflect opposition to the MOU’s substance, but rather a preference to negotiate language in the context of the full contract. The mayor said police contracts typically run three years and that the city aims to address negotiations well before an expiration date of May 31.
The council's action leaves the MOU to be considered later in bargaining; no immediate contract changes were enacted at the meeting.
