Bridal Bonnick, who said she lives at 82 West 26th Street, told the council she and neighbors have smelled sewer gas since a November snow event and that borough crews inspected and placed a deodorizing 'sock' and a plastic covering in manholes without resolving the odor.
"They put a sock in there, and then they brought some kind of a plastic covering…That was supposed to stop it. Still hasn't stopped it," she said, asking the borough to pursue whoever authorized a sewer tie‑in from the new development above Lapawinzo. Bonnick called for the builder and contractor to be held to account and urged the borough to get after the responsible parties.
Borough staff replied that the properties are in Allen Township and that the zoning officer and the township manager are in contact with builders and engineers to rectify the situation. Staff said they will keep residents updated as they receive information from the township and engineers.
Council later reiterated it will follow up and said copies of notices from Gilmore and Associates about dye testing in the fourth ward have been sent to affected residents; the public‑works representative asked property owners to contact Gilmore and Associates promptly if they received a notice.
The matter remains an active public‑works follow‑up rather than a council vote; residents asked for ongoing updates and for the borough to pursue the developer and engineer responsible for the connection.
